Before the cloud mantle fell, i.e., before the forty days and forty nights of rain, India's continental shelf must have surely been exposed, and there was civilization on that land mass.
But this Kumari Kandam seems to be sitting more deeply below the surface than what a fallen cloud mantle would have covered. About Shree Krishna's city, Dvaraka, the classic literature tells that it sunk below the surface, and this is not related in any way to rains or floods. The sinking of Dvaraka, then, seems to have been due to geological subsidence, and the disappearance of Kumari Kandam could have occurred by the same cause, not just because of the cloud mantle falling.
P.N. Oaks, in his book Our World Vedic Heritage, has pointed out the racial similarity between the Australian aborigines and the South Indian races. I am under the impression that they are identical. The video points out that this Kanya Kandam touched both South India as well as the western side of Australia, the Perth side; that's a stretch of several thousand miles.
Australia seems to have been razed flat by a lateral explosion with its central point at Ayer's Rock. This could have been caused by a proton beam focused at that point, which attracted the electrons in the ground and soil, equally, from a radius all around. The simultaneous, central impact of these electrons wouldn't have damaged the point where the electrons were concentrated, but the resulting outward blast would have followed the path of least resistance, i.e. lateral, and would have razed the continent flat.
Joseph H. Cater offers a similar explanation to justify the existence of craters on the Moon with central, always central, peaks on the crater floor.

Kumari Kandam is the name of a supposed sunken landmass referred to in existing ancient Tamil literature. It is said to have been located in the Indian Ocean, to the south of present-day Kanyakumari district at the southern tip of India.
