Could static electricity hold the key to predicting earthquakes? Scientists say they are close to breakthrough that could save lives

Joseph H. Cater theorized that electricity radiated from the Sun builds up between tectonic plates and the strata below. When the charge builds up, there is a concomitant discharge that occurs along fault lines which causes earthquakes.

Science is catching up, but can't imagine the underground scenario.
