logical approach would be monitoring criminals, but knowing that all people more or less will commit crime in their life, such approach could be misused, still for murderers gang members or corrupt administration why not!, ha, half population on this planet then would end up with tracker ... but eventually mids eg. plandemix crisis, microdrones in this case can hive us all, if such practice becomes regular for all, i.e. "someone" can eventually misuse the system for nefarious purposes, even rogue hacked a.i. by some transhumanist cult etc. alike mindfracked elitist subcultures, yeah which dont want to experiment on "demselves" but we to be "deir" guinea pigs, til stable homosilicon version is reached!?
