I think the story you referred to happened a long time ago. Help was offered in return for surface dwellers giving up war and nuclear weapons but that would have resulted in the control freaks giving up their power. I don't think anyone said the HE people helped our government. The government rejected that offer.
Some of us would value 'help' at a grassroots level. If our government has violated our rights, than that government isn't legitimate. Our rights come from God. Some religions may not believe that, but it is a legal fact of American law. It is stated in the Declaration of Independence which establishes the authority for the Constitution. Since Americans are sovereign, they have the right to take the HEers up on their offer. I believe we have been helped and are still being helped, but in discreet ways.

I keep hoping they'll quit wasting their time trying to help the surface governments. Those in power up here have what they want... power. Those that are willing to accept that help to make our world better are not in government.
I've read a lot on this list today from people with pure intent who would gladly accept help from the inner earth people and would be glad to help them. The inner-earthers would probably like to keep a low profile. Come on and let us visit your world... we can be discreet, right list people?

From good sources, I've heard the benevolent beings inside are in continual prayer for us on the surface to improve our spirituality to the point that they can make general contact. They really do care about us. But sadly, the times they have tried to physically approach the nations in the past have been met with great hostility such as their craft being fired upon and shot down, etc. The are simply not able to engage in warfare as it is not within their advanced nature to kill or do offensive harm. They can and will defend themselves and prevent unauthorized entry, but are deeply revolted by our sad ways of settling differences out here.

I guess all we can do is hope the inner earth dwellers allow our entrance. The earth dwellers would probably welcome us. but the powers that be(elite)would definetely try to stop us.
